Plymouth Common Council Approves Zoning Amendments Regarding Historic District Overlay

The Plymouth Common Council approved PC 2024-06 Certified Proposal to Amend the Zoning Ordinance regarding Historic District Overlay.

It was a unanimous recommendation by the Plan Commission to amend the zoning ordinance.

City Attorney Jeff Houin explained to the council that it was the first recommendation to come from the Comprehensive Plan Advisory Committee – specifically the subcommittee reviewing the Zoning Ordinance.

Any building permit within the Historical Overlay District is required to go before the Technical Review Committee for their review and approval thus resulting in complications and delay.

The Building Commissioner is already reviewing permits to ensure compliance with City Code.

The recommendation is to allow the Building Commissioner to review all the applications for compliance including those within the overlay district and remove the requirement to make an appearance to obtain approval by the Technical Review Committee.

Houin explained that it does retain the language that if the applicant is not satisfied with the Building Commissioner’s determination or if the Building Commissioner is not comfortable making that determination; it can still be scheduled for public hearing before the Plan Commission for final approval.
