E-Liquid Manufacturing Bill Passes Indiana Senate

Sen. Randy Head

A bill that seeks to loosen regulations on Indiana’s vaping industry has passed the State Senate. Logansport Republican Randy Head’s measure would ease some of the certification requirements placed on e-liquid manufacturers. E-liquids are the nicotine-containing fluids that are used in e-cigarettes to create vapor.

Under the current law, manufacturers have to meet strict security standards, but a single private company ended up controlling the certification process. In a statement, Head says the current law was likely designed to ensure consumer safety, but it’s no longer necessary now that federal regulations are in place. He also criticized the law for putting some small manufacturers out of business.

Under the proposed legislation, e-liquid manufacturing permits would be approved by the Alcohol and Tobacco Commission, rather than a private company. The bill passed the Senate Tuesday morning by a vote of 49 to one. It now heads to the House of Representatives.
