The Town of Culver is preparing to make sure they’re in compliance with a section of the Civil Rights Act.
During Tuesday night’s Culver Town Council meeting, a draft Title VI plan was considered. That section of federal law outlines non-discrimination compliance. The federal government also links funding to matching provisions at the local level.
Culver Town Manager Jonathan Leist says they’re formulating a response to the Indiana Department of Transportation.
“So INDOT had asked for more information for how we were addressing that,” says Leist. “I think they’re doing that to a lot of cities and towns and counties as well.”
The draft was submitted to Town Attorney Jim Clevenger. He recommended that the matter be taken to public hearing with a full ordinance adopted by the town council.
The Federal Highway Administration is requiring that the state transportation departments document the communities that receive federal funds. In the past, INDOT was required to demonstrate it, but now they’re requiring documentation from the local level to ensure compliance.
Leist says the public hearing will be coming up in the near future.
“It wasn’t advertised as a public hearing it was just on the agenda so it was just discussed,” says Leist.. “Our attorney recommended we schedule a public hearing so we put it down for November 22nd.”
Following the public hearing, the ordinance will head to three readings before final adoption.
Leist says no action was taken by the board on Tuesday night.
